    Create a new storage manager from a given base location and new GUID. This method will find the highest-priority StorageManagerProvider that supports the given base path.
    
    Parameters:
    
    basePath - the base path. this by-default the value returned by ClusterProvider.getDefaultStorageManagementPath(ClusterSpecifier).
    
    Returns:
    
    a new storage manager
